You're standing in front of the Livermore Water Reclamation Plant (WRP), headquarters of the Water Resources Division. This Division provides four vital services to the community - drinking water, wastewater, recycled water, and stormwater management.
Similar to the Airport, drinking water, wastewater, and recycled water services are enterprise funded. This means that maintenance costs for these services are not supported by property or sales taxes. Instead, maintenance is 100% funded by special fees that are only charged to properties that use that particular service.
Stormwater management is partially funded through an enterprise fund. Since the current stormwater management fee does not generate enough funding to cover all expenses, the City's general fund currently covers the budget gap.
